DIRECTOR OF OPERATIONS - Animal Protection Services
Primary Function: Under the general direction of the Captain of Animal Protection Services Department, the Director of Operations is responsible for leading, planning, supervising, managing and evaluating all daily operations of the Animal Protection Services Department for effectiveness and efficiency, including the implementation and enforcement of the directives, procedures, and activities of the department. The Director of Operations will also work in the field conducting animal cruelty investigations, disaster response and working public relations events.
Essential Duties and Responsibilities:
- Manage the daily operations of the department. This would include the planning, directing, organizing, coordinating and evaluating the overall operational activities of the APS department.
- Oversee the department’s investigation of complaints and violations. Ensure that prompt and appropriate action is taken to comply with applicable ordinances or local and state laws
- Ensure that the animals relating to the APS department cases, under the care of spcaLA, receive proper care and veterinary treatment if needed.
- Supervise the field officers including the monitoring of their activities and provide such assistance as necessary to insure adequate safety and completion of their duties.
- Directly supervise all department staff and carry out supervisory responsibilities in accordance with the agency’s policies and applicable laws.
- Responsible for the development of departmental policies and procedures and recommends changes or new policies for consideration.
- Responsible for the maintenance, preparation and generation of department statistical reports, including but not limited to the daily activities and operating reports, payroll, monthly statistics and budget
- Act as liaison with other agencies, private or public.
Required Qualifications:
- Proven progressive experience in the management and operation of field services involving law enforcement of animal cruelty and neglect laws. Minimum 5 years experience.
- Maintain eligibility to be sworn as a Level 1 Humane Officer and complete a satisfactory P.O. S. T. background. (US Citizen, resident of California, no felony or job related misdemeanor convictions).
- Must possess a valid “C” California Driver License and maintain during the course of employment.
- Communicate effectively, both orally and in writing, with the public, fellow employees, staff and volunteers.
Physical demands:
- While performing this job the employee is regularly required to use hands & fingers; handle or feel objects, tools or controls; reach with hands and arms; and talk and hear.
- Requires the ability to stand, walk, run, sit and kneel, crouch or crawl and climb different levels of height.
- Perform works, which involves frequent lifting, carrying and/or pushing of 75 lb., and occasionally lift, push and/or move up to 100 lb. or more. The employee will also be required to lift and carry equipment and disabled animals long distances over varied and rugged terrain.
Working Conditions:
- Dealing with possible unruly, vicious, sick, injured and dangerous animals and impounding the same safely and humanely. Possible exposure to parasites and infectious diseases
- Dealing with possible hostile public
- Operations of a vehicle under all types of weather road conditions
- Must be willing to work irregular hours, shifts, weekends, holidays and standby
- Exposure to all types of weather conditions
- The noise level in performing this job varies depending on the task being performed
